Question about video playback resolution logic

I am trying to understand how video platforms handle resolution display.
Some videos show multiple quality options (540p, 720p, 1080p), while others only show "1080p". Is this difference determined by the uploader's settings, or is it an automatic process handled by the platform's servers?
Any technical insight on why this variation occurs would be useful ?
