Every tenant is buying quiet enjoyment of their unit from the landlord for the stated term of the lease.

If the landlord cannot provide quiet enjoyment, they have not honoured their end of the agreement and owes the tenant monetary damages (they paid for something they didn’t receive)

I don't know where you live, but you need to partner with your local or state tenant advocate. You have many rights as a renter, which are clearly being violated by this property manager, who appears to be running your building like their own little kingdom. I've seen it before, but you should start partnering with neighbors, getting signatures, and organizing, because it's only a matter of time before residents are beginning to be kicked out for small offenses like this.
yeah… they are using those cametas to harass people you can probably get a restraining order for that and this at this point
