Bot accounts???

there are a bunch of these accounts i get on my fyp multiple times a day that have been on tiktok for years, they have a random pfp and a random letter spam name and they take 1 tiktokers videos and just reuploads them them, sometimes they have multiple videos of theirs in one tiktok. I have seen no one else talk about them so i want to know are these bots or people just trying to make money? They are mostly mukbangers with i see these accounts steal content from.
