There is an account making extremely concerning videos and I am wondering how to report this? (not just to tiktok, but to authorities or school or anything)

The user is sosuperkawaii1. It is extremely concerning and it is one of the accounts where there are signs and something should be done before he actually does something worse. How do i go about this?
