It could be possible that the hotel does have an outside food policy that restricts food from being brought in so guests have to utilize internal food service or the hotel's restaurants.

There also could have been a language barrier here and she's not explaining it clearly.

A quick search does show that while not extremely common, it is a thing. If this place does have this policy, this guy is being pretty dramatic and petty...
