Ive been seeing this man in videos.

Just wanted to know if anyone knew who this was or if ifs just a new meme. One of those things where im watching a seemingly normal video ans this man just appears on screen with the original video audio still going. Was posted on meme accounts so just wondering if this guy had a name.
