Why doesn't tiktok care about all the impersonation accounts? Why have the option to report them if they aren't going to do anything?

In one of my three fandoms (The Warning) there are a quite a bit of impersonating accounts, probably because a part of the fandom is older so they're more likely to fall for it. They are under almost any tiktok the band posts, thanking commenters for being "their" fan and asking them to dm either in tiktok or in telegram.

I always report them and not a single time has tiktok found they've violated the rules which is crazy because that's not allowed in the platform as far as I know. Whether I report their comments or their profiles, the result is the same unfortunately.
