The overwhelming majority of people who stay behind during hurricanes aren’t people who “don’t believe it will be bad” or don’t think they need to leave.

They’re people who can’t afford to leave and/or have nowhere to go.

Surprised people kind of just accept this as a "I don't know why this hadn't happened sooner" . It's because this is how you set up an incentive to begin to privatize other emergency relief services that this shouldn't exist. Next stop is selling access to food and supplies during a natural disaster or to decide if a private fire fighting team has your credit card information before they can put out your house. Do we not see how this is bad in the long run?
