Specific audio memo not loading even though I did everything

A friend sent an audio memo on tiktok, it wouldn’t load, I tried my other phone, didn’t work, tried using a vpn, didn’t work, I un-in-stalled tiktok a few times and redownloaded it, and yet the audio keeps saying “Not loading. Retry” even though I’ve done everything I need to do. Does anybody know how to retrieve such audio-messages?
Ps: I have a theory a server is down or smth, but my friend is able to do it just fine. And other audio-memos are completely fine for loading, not this one though.
