Reports always rejected. Even obvious ones, doxxing and threats

I report just a few videos, some scam videos (sign up to this website , Elon Musks new project and receive $1000) and some clear rule breakers. Almost always rejected. But recently looked at irish car thief videos, one guy had a picture of someones house, they persons name and address and told people to put fireworks in the letterbox (in the front door). I reported it, and of course, it was rejected. What does it take to get a video taken down?
