Why does picture-in-picture not work outside FYP?

If I’m on someone’s profile, my likes, or my saved videos, I’m unable to do picture-in-picture. It’s annoying because I can’t watch picture-in-picture for videos divided in multiple parts, or for ones that I go back to later. Is there any fix to this?
