There's something seriously wrong with TikTok reporting.

I recently found a account that posted monkeys and one of their videos they offed one by placing wet paper towels on its face. I reported this for animal abuse/abuse and they said there was nothing wrong with it. I can't send a screenshot of the account for obvious reasons but if you want to go see for yourself its "ww4394426y8" that's the account name.
