Dealing with a weird issue

Hey I’m trying to dm a specific user and the message was flagged. I appealed and TikTok said the restriction is gone. When I tried again the message was flagged again. I’ve tested it and I’m able to message anyone except this person. I’m absolutely not blocked by them.

Any ideas?
