This sounds a little too outrageous to be true. Does a HOA really have the authority to just fine people left and right for tiny infractions like this? I’m guessing there’s probably some racism involved in this case?

Edit: I’m not from the US and in my country the only time you could get fined for anything remotely close to this would be if something on your property posed a safety hazard and it would be the city or local council who had the authority to issue fines.

I don’t get the point of HOA fines for landscaping.

What’s the point of having an HOA if you aren’t even going to manage common areas and landscaping at scale via a contractor for cheaper than if everyone did it themselves?

This is what they used to do at Bergstrom AFB (now ABIA) when President Johnson would land there when coming back to Texas. They spray painted all of the grass he’d drive past

I can't hate her. HOAs are often run by corrupt and horrible people.

China does the same thing to fool the UN and environments. They plant fake plants and paint whole hillsides green.

Also I would just dig up that bush and plant something else but knowing some HOAs they might fine you anyway for having the wrong plant.
