Since when does this exist??

It's been a few days since some videos, when I want to download them, are giving me this warning “This video will be downloaded without sound because of copyright legislation”

I've never ever had this before. Could it be because I'm in another country ? I never got that message back in Europe and I am currently in another country for my studies. I just want to know if this is new and for everyone or just specific to the country I am in for the moment?
