Need to report with these accounts

So apparently, someone used a friend’s name and previous address, aling with a phone number that they do not recognize, to make a Cash on Delivery (COD) purchase. My friend’s grandmother paid for it, thinking it was for a Christmas light that she and my friend had talked about. Along with these dummy accounts, there are also other TikTok accounts that belong to the person who made the purchase.
