Main camera on TikTok is 60 fps, how to default to 30 fps?

I feel like I can’t get the truth now

Aside from missing the entertainment, recipes, and opinions on world topics, the thing I will miss the most is the free, unbiased, and uncensored news. Seeing riots in other countries and political news that google won’t even acknowledge. TikTok was the last form of news that was untouched by the government, elitists, and mainstream media.

extremely weird bug (kind of scary)

it's rare but sometimes when I scroll, just when I start to move the video to see the one under it, weird clips pop up over the video I'm scrolling. It's always unrecognizable and kind of spinning. There's no sound and when I take my finger off the screen the video goes away like shown in this clip. Tell my what it could be, PLEASE.
