MASSIVE SCAM operating right now on TikTok. How can we get this shut down??

I screen recorded this exactly 4-5 minutes ago. This guy is making soooo much money, that I lost count. It's the same looped video every time. I've reported it at least a dozen times.....every time, TikTok denies the report. Any ideas as to how we stop these types of scams?
