Effects Bug?

So basically for almost a couple months now (i live in india, using vpn for tiktok) i cant access the effect tabs, its basically dead im trying to click it in the video but nothing happens as you can see, theres a certain filter i wanted to use ( the one on the vid im playing) the filter name is supposed to popup above the username but its not popping up any fix? no matter how many times i change account or reinstall the app apk, it never works
