I’m in the US and a couple nights ago I offloaded the app in my settings , under the impression that that cleans some of my storage that’s taking up space on my phone… I didn’t know that meant I literally deleted the app… (I know I’m dumb) Is there a way to get the app back? It’s no longer on the App Store. Thank you

I’m in the same boat. I was able to log in via internet browser but I can only scroll and like a video. I can’t access any of my favorites :(
Try using the TikTok site through your browser on your phone, it may be harder to use than the app but it’s better than nothing.
Similar situation here. You can log in online at tiktok.com either on a computer or your phone. Neither way will be as good as the app, but I find it somewhat easier on my laptop over the mobile site.
