Is using a VPN legal?

I have been googling and cannot for the life of me get a straight answer on this. I deleted the app when it got banned in the US. If I circumvent this by using a VPN, is that illegal in the US? I’ve read that imprisonment for 20 years and a million dollar fine is the punishment. I’ve also read that that’s not true. Can anyone answer this, with sources please?

The law has no punishment for an individual for downloading it, it’s directed at companies for offering it available to download, which is why they still aren’t.
