How are people advertising locally in Kenya on tiktok?

So something I noticed is that tik tok advertising is only available in A specific list of countries. Like anybody from any country can sign up for tiktok advertisings but the countries you are allowed to advertise in. Here's like a list of 30 countries and Kenya is not one of them. But I'm still seeing local ads in nairobi in my tik tok. So I'm Where are these ads coming from? I made an account with the advertising portal of tiktok and I still don't see Kenya as an option for advertising in. Any thoughts on where these ads are coming from?
