No one did. It is still owned by 60% of non-Chinese companies and ByteDance owns the rest. The whole Tik Tok ban was deflection, it was never going anywhere. While everyone was freaking out over Tik Tok ICE was visiting elementary schools to deport children.

After they took it down in the App Store so many consumers refused to buy new apple products/update apple products due to fear of not being able to use tik tok on their new devices. So, apple brought back the app to ensure revenue. Knowing how apple operates this does not surprise me.
