Can't figure out Microwave Filter

Me and my co-worker want to try this out, but after downloading TikTok and downloading Capcut, it just doesn't work. I followed all the instructions but I saw online. We're in Canada, I don't know if that makes a difference. Anyways any suggestions?

If I open it in capcut it says it's not available in my country (also canada)

Same here. I'm in Australia. I select the image, but it goes straight to the video without taking the time to process it and the video just shows the still image.
