Can your location be showed differently from your IP address?

I’m trying to create a US-based TikTok account by purchasing a US proxy from Proxy-Cheap and configuring it in the AdsPower browser.

When I check my IP on sites like What’s My IP, it correctly shows a US location. However, when I attempt to create an email account, it automatically suggests a Ukraine-based phone number—despite my real non proxy IP not being from Ukraine, so I really have no idea how it's getting Ukraine.

I’m not sure why my location is being detected as Ukraine, and I’d like to know how to ensure websites consistently recognize my location as the US.
