Youtube video stolen by this full on content stealer!

My name Is Ryxioon and im a youtuber with 836 subs. I do content on this strategy game called HOI4.
However, i noticed that my latest Tannu tuva by ultrarex30 video (https://www.youtube.com/watch?v=sE57EmgQaVI&t=62s) got reuploaded by this guy with no shame but sped up (https://www.tiktok.com/@ultrarex30/video/7477165470576102678).
I tried confronting him about this in his DMs, but he ignored me and he keeps deleting my comments on his video.
I made a report on this video about intellectual property stolen but i dont know if it will work or have any effect on this guy, but the other issue is that he reuploads old content or other from uknown youtubers while acting like he did this !
I think you noticed im quite frustrated by this and i dont know what else to do to stop this bs...
