How do i enable this fullscreen option on my videos?

Usually I can just press that button you’ve circled and it automatically goes sideways to full screen mode

Just make sure you upload in 16:9. I usually use the crop tool and set to 16:9 just in case as well. That's all I have had to do.

If you use capcut and set to the right ratio it should give that option.
