why can’t i get samples from tiktok shop or monetization?

i have enough followers to qualify for monetization or whatever it is i’m not sure what it’s called. i’ve submitted clear photos of my drivers license with perfect lighting twice and it says they’ll get back to me in up to 2 business days if it went through or not. i get no contact both times and then i try again and this pops up.

can someone explain to me how this system works and what’s going wrong?
