Editing an Uploaded Video

I’ve heard that once a video has been uploaded it can’t be edited, but also that it can be downloaded and edited that way. Does anyone have any tips? My fiancée posted a video and the app messed it up and cut it weirdly so 90% of the text and video has been cut out.
