can’t scroll past the first tiktok

i cant scroll past the first tiktok immediately and i gotta wait even tho my internet is good, i even tried data and it still didn’t work, i tried uninstalling tiktok, i tried restarting my phone, i tried offloading tiktok and it still doesn’t work. also there is no issue with the internet since it works fine on my other phone. what should i do?
