I tried to monitize my video for views but it got declined and still got charged.

After getting almost no views on my first video on this account, I decided to pay for it to be put on fyp by tiktok monitize program or whatever its called. When I tried to monitize my content it said it wasn't succesful because it was against the monitisation rules (the content of the tiktok was a neymar edit). But later when I checked if i was even charged (which tiktok said theyselves that they charged 0 dollars) i saw that apple bill STILL CHARGED (not on hold) it. Idk what to do, I'm currently trying to contact them but so far no answer.
