Will the “account ban warning” reduce my reach? Should I start fresh with a new account (30k)

long story short:

I’m at 30k followers and wondering if I should start fresh. I have an account ban warning after a bunch of stuff got flagged. Appealed it down to two but that warning has stayed for about three months now. not sure if I should start a new account. thanks all.
