Can't follow anyone

Is there an age limit for following people? My daughter is 12 and just downloaded Tiktok. When she tries to follow a friend it says "following" for a second, but then the button goes back to "follow". When she goes to her profile she's not following anyone.

I thought it might be an age limit issue, so I created a new account on my Tiktok (on a different phone) but the same happens for me.

Anyone know what this could be?

Probably just a way to stop bot accounts from following people. Post a couple videos, like a couple of someone else's videos. Do that for a day or so.

Does TT have safety settings for 12 yr olds? There's so many inappropriate things on there.

So a 12 year old are allowed to follow friends? If so, I didn't have to make a new account for her
