Early Access for Streaming?

I just got a notification few hours ago telling me I can already stream on my TikTok even though I clearly don't meet the requirements (img 1). I tested to stream with a black screen and it went through and I was live on my TikTok. (I checked my own stream to be sure and it was real)

I even got 10~ viewers (that joined) even tho my stream was 2min long.

Sooo.. i have 2 questions:

1. Wasn't streaming reserved for 1k followers or smth? like i'm clearly a small account and my views doesn't reach 5k and i'm far away from 1k, 100 or even 50 sooooo..... did i got early access to it or smth?

2. Is TikTok that overpowed for stream? like with my 16 followers, i got 10 people joining in and for most doesn't seems like they were names i saw on my followers list...
