Sometimes I see the Shop tab, sometimes I don't — why?

So on my main TikTok account, I usually see the Shop tab. But I recently made another account on a second phone (my “secret” account lol), and the Shop tab doesn’t show up at all.

I haven’t changed any settings, and I’m using the same app version. I even checked TikTok itself and saw other people saying the Shop tab appears and disappears randomly for them too.

Anyone know what’s going on? Is it account-based, region-based, or just TikTok being TikTok?
