I have the answer. The answer is that it is ACCOUNT SPECIFIC. I am in the US, and I have 2 accounts on the same phone. One account has the option and the other (my main -- pain) doesn't.

It looks like it might be specific to different subreddits. For example here, I have a keyboard, a chain (for a link), a GIF symbol, and a photo symbol beside my typing box for this comment. But I went to another subreddit and started to type a comment, and only see the link chain. In fact several others I tested have no symbols at all or just one.
