Can anyone go live on TikTok now?

I’m just wondering because my sister went live even though she has under 1000 followers as I thought that was always the rule in order to go live. She said she just has the feature, and when I checked, I also had the live feature. Is this a recent update, a selective featur, or has this been like this for a while and I’m late to the party?
