Deleted and redownloaded

So i had accidentally deleted TikTok from my phone and I went to redownload it maybe 2-3 minutes after and it’s stuck on “waiting” screen. It’s been over an hour and it will not download. I’ve tried on wifi and without wifi. I have an Iphone and i’m not having trouble loading anything else / or any other wifi issues? I guess my question is- Is it a problem on my side or can the app not be downloaded again?
