Is it possible for your following count to increase without you manually following anyone?

I'm investigating a technical question and wanted to know if anyone has experienced something similar: If someone was following an account on TikTok, but that account got deactivated or deleted, does the person's “following” count decrease? And if that account is later reactivated, does the “following” count automatically go back up, as if they had followed someone new again?
