Am I blind or does TikTok LIVE discovery options barely exist?

The best I can say about looking through live streamers is that you can filter by category.... and that's about it.

There's no sort filters for things like viewership numbers, like that's gotta be criminal. The default sort just seems to be random or based on "For You".

Is the entire viewer discovery experience just picking a category and scrolling from one live streamer to the next until you find someone you like?

This design heavily favors live streamers who pay for more potential viewers.

Maybe they make it so confusing so that you only watch promoted streamers or people you already follow.

As a viewer, why would you EVER choose TikTok over Twitch, Kick, or even YouTube?

That is absolutely correct. TikTok is not a great app for people to go live and get discovered. It rewards creators who gather the most engagement. Which is why The common TikTok user will come across many lives that are not great but are only working because they are force-fed to users.

For example I don't go to the live section, But on my for you page it will force me to scroll past a couple. And the variety of disgusting shit you see is heinous. You've got mothers with their tits and vagina hanging out in front of young children. You've got adults who've gathered young children around to beg for money anytime they get donations on live. You've got people like miss andry who go live and suggest that all women should stop dating men or some other anti-all men position.

TikTok lives thrive off ragebait a lot of the time. It is not a healthy app for a young content creator to start off on. It could be used in a couple of different manners to support your other accounts on other platforms but don't focus on it that's for sure.
