Anyone else still not have the photo comment feature?

Does anyone else still not have the photo comment feature or is it just me?

I had it for a while, deleted the app and reinstalled it because of storage and it disappeared for the few accounts that I had it on

I even made a new account to see if I could get it on there but it didn’t give me it.
