Has anybody else noticed that the russian side of tiktok is built on bullying and harassment?

Like, every time I see a random russian comment on an English post it's always some form of backhanded insult, or ragebait comment trying to start a fight. And recently I came across a post that was just a bunch of Russians harassing a cosplayer for their weight. I don't think I've ever met a nice russian on this app, only ever rude ones.
