Does TikTok put controversial comments first for you?

Whenever I go into some comment sections on videos in my feed, I noticed that the comments are ordered so that ones right on the top are controversial and sort of related to me, either insulting some aspect of who I am that the algorithm is probably aware of due to the videos I’m liking (gender, race, ethnicity, nationality etc.)

Even though these comments might have 1 or 2 likes, they’re right above the comments on the video with the most likes, that usually come immediately after. This is despite my settings ordering the comments by “Top” so technically the highest liked comments should be first

It’s like TikTok is almost trying to get me to react angrily to the comments to boost the video’s engagement. Maybe I’m reaching too much but I want to know if it’s the same for others
