Is it ok to download videos from TikTok ?

I been downloading and posting videos from one of my favorite users on TikTok yet I'm doing it without asking. I have a feeling it's wrong I'm just doing it in memory of their cat who passed. I been making highlights of it on Instagram. Is it ok to download without their permission ?

So you're stealing their content to post for your own benefit? Maybe stop doing that and try making your own original content. Unless you want to get copyright strikes 😀
