Possibly TikTok trying to pull excuses out of their own arse, which isn't uncommon for such to happen on the platform, but also allowing this stuff? I'm not sure if the people at ByteDance or whoever owns the international TikTok even have a braincell left, which is likely same with Meta, they also "use the same set of community guidelines" which mainly give the middle finger to whoever reports crappy content, and with them shoving AI down people's throats alongside Google, although you can use "-ai" on Google search at the end of a query.
In layman's terms however, its likely TikTok's moderation being a cesspool of opposite day; illegal content allowed, anything that offends TikTok's feelie weelies is not allowed
