TikTok promote feeds fake views?

I recently used the promote feature to get more views on a post of a upcoming videogame but the statistics are EXTREMELY suspicious. The post currently has 12k views but only 956 individual viewers. The average watch time is 3 seconds on a 45 second video and only 0.63% of people watch the full video...these numbers dont add up. These have to be fake views, no?

To add a cherry on top, the interaction rates are horrible. I posted an extremely similar video to test things and it has almost as many comments and only 1/5th the likes but 1/100th the views. There's almost no interactions from all the promoted views at all.
