Do New Creators Grow On TikTok Or Could It Be Too Late?

Weirdly when I check new accounts they’ve posted a lot but their views are low and random and don’t seem to show growth. Even TikToks I’ve seen with tens of thousands of likes and favourites will be reverted by other newer accounts and very few get around the same amount of engagement is it too crowded on TikTok to start growing or no? Does anyone know about this? Thanks
