How I can make this, I'm going crazy😅

Hi everyone! Yesterday I saw a video of a LIVE (the one attached) and there's a really cool effect to have gift kind of moving in the screen (which is much better that having a lot of things in the screen) so, does anyone know how to make it please?

I check tikfinity and there'a no option to add that moving effect but I'm not even sure if it's from there or not
