Live notifications

So I follow several people who go live and have live notifications set. However it never notifies me about it. It used to a couple months ago then it just stopped. Also even when someone dms and says they're streaming my account still won't acknowledge it for like 2 hours. How do I fix this? I've went through all my settings and even tried uninstalling.
