Why can’t I comment photos?

I have two accounts, and on one I can comment photos and on the other I can’t. I use the one that can’t more and it’s driving me nuts! I followed the chats instructions to ensure my app was up to date, cleared my cache and restarted my phone, and switched from WiFi to data and still nothing. Has anyone found a solution?
